Home Heating Assistance

HEAP, the Home Energy Assistance Program, provides energy assistance to low income and elderly households. HEAP is a seasonal program that starts in November and runs until the money is exhausted. Public assistance recipients with a vulnerable person in the household (child under 6, senior citizen or disabled person) automatically receive HEAP benefits, as do live alone, federal Supplemental Security Income recipients who also are receiving Food Stamps. The automatic benefit is issued in a one-time check of $40 to a maximum of $800. All other households must meet income requirements, and in certain instances, resource requirements.

Recipients of HEAP emergency benefits must have less than seven days of oil in their fuel tank or a utility disconnect notice to be eligible. HEAP regular benefits must be applied to the costs of the primary heating source of a home.

In the event of an energy emergency (no heat/no electricity or a scheduled disconnect), persons who are not public assistance or food stamp recipients may be eligible for help at an Emergency Energy & Utility Site.
