Sanitary Waste Disposal System And Water Supply Approvals

The Department of Health Services reviews water supply and sewage disposal facility plans for all new construction projects. Major objectives are to provide for a safe means of sewage disposal and protect our underground water supply. The Department also reviews plans for proposed subdivisions of land, including residential or commercial sites, and inspects construction to assure compliance with standards.

Application Requirements

An application for all proposed projects must be filed with the Department. Application categories include single family residential dwellings, other than single family residences, and subdivision or development maps.
Applications are made to the Department's Office of Wastewater Management located at 360 Yaphank Avenue in Yaphank. The approval process includes issuance of an approval to construct and a final project approval after field inspection of the completed project. The requirements for water and sewage disposal must conform to state public health codes and Article 4, Article 6,Article 7 and Article 12 of the Suffolk County Sanitary Code. In general, any proposed project must comply with requirements that acceptable water source is available (public water or private well) and that an adequate sanitary disposal system can be constructed on the project site or that public sewers are available.

Review process

The Department reviews proposed on-site sanitary systems to assure that the system will be able to function for the specific site conditions of the project. The review includes such items as:
  • does the site have acceptable soils
  • does the site have the ability to maintain minimum separation distances from wetlands, drinking water supply wells, etc.
  • does the site have sufficient depth of soil materials below leaching pools (no high groundwaters)
  • how many gallons per day of sewage will be generated for the proposed use?
The determination of how many gallons per day of sewage will be generated is a critical design issue. In general sewage from a single family residence is rated at 300 gallons per day. Department standards contain design sewage flow rates for other uses (such as commercial or industrial). There are approximately 50 categories. Note: Towns will not issue a C.O. without the necessary Health Department approvals, nor will the County Clerk file a subdivision map, without a sign off by the Health Department.
