Contracts Unit

The Contracts Unit is a part of the Finance Administration Division located in the Suffolk County Department of Health Services Administrative Offices at 225 Rabro Drive East, Hauppauge, New York 11788. Staff in the Contracts Unit oversee all of the Department’s service contracts.
Contracts Unit responsibilities are as follows:
  • Generate RFP’s and RFQ’s. Fee for Service contracts in excess of $10,000.00 require formal sealed bids solicited through a Request for Proposals (RFP) or Request for Qualifications (RFQ).
    • RFP’s are advertised, mailed and posted by the Suffolk County Purchasing Office on the Purchasing Office website. A proposer’s conference is held to allow potential proposers the opportunity to present questions to the County for clarification of RFP requirements and/or technical specifications. Potential proposer’s questions, the department’s answers and any statements of clarification are then issued in a written addendum by the Purchasing Office. Proposals must be received by the established due date. An evaluation meeting is held to evaluate proposals and a contractor is selected by an appointed Evaluation Committee. After a mandatory twenty-one (21) day waiting period for living wage law compliance the Purchasing Office issues an award of contract letter and Contracts Unit staff begin contract development and processing.
    • RFQ’s are advertised, mailed and posted by the Suffolk County Department of Health Services Contracts Unit on the Health Department website. Potential Responders have the opportunity to submit questions to the County for clarification of RFQ requirements and/or technical specifications by the technical questions due date listed in the RFQ. Potential Responders questions, answers and any statements of clarification are then issued in a written addendum by the Contracts Unit. Responses must be received by the established due date. An evaluation meeting is held to evaluate responses and a contractor(s) is selected by the Department.
  • Develop and maintain service contracts for all divisions of the Suffolk County Department of Health Services.
  • Obtain Contractual Compliance documentation including, but not limited to, the following;
    • Public Disclosure Statement Form SCEX
      Pursuant to Section A5-7 of the Suffolk County Administrative Code, the Public Disclosure Statement must be completed by all contractors/vendors that have a contract with Suffolk County. In addition, the Public Disclosure Statement must be notarized.
    • Insurance Requirements
      Insurance requirements must be submitted to the Contracts Unit in accordance with the provisions within the contract.

09/00005 Addendum
  • Obtaining Contractual Compliance required by the Suffolk County Department of Labor:

    • Living Wage Law
      On July 27, 2001, the Suffolk County Legislature enacted Local Law 12-2001, the Living Wage Law, which became effective on July 1, 2002. The purpose of this law is to ensure that employees of county contractors and subcontractors, and beneficiaries of tax, loan, grant, and other subsidy assistance provided by the County, earn an hourly wage that is sufficient for a family of four to live at or above the federal poverty level. The law also mandates that these employees receive at least 12 compensated days off per year through any combination of sick, vacation, or personal leave and includes paid holidays provided by the employer. The law does not apply to individual providers; however, the non-applicability form must be completed.
    • Lawful Hiring Compliance
      The purpose of this law is to provide a means of assisting the enforcement of the federal law requiring businesses to verify that their employees are legally eligible to be employed in the United States, by enforcing the County level against non-compliant businesses that are one hundred percent funded by Suffolk County. If a contract is one hundred percent funded by Suffolk County, the agency must complete the forms required by the Suffolk County Department of Labor.
    • Union Organizing Certification/Declaration
      In completing this form, an Agency certifies that they will not use funds paid through a Suffolk County Contract to assist, deter or promote union organizing. This certification is applicable to all contractors who receive $50,000 or more compensation in a calendar year in a contract.
