Amendment Suffolk County Sanitary Code Standards

The SCDHS is considering amendments to the Standards For Approval Of Plans And Construction For Sewage Disposal Systems For Other Than Single- Family Residences to establish revised flow rates for Planned Retirement Communities (PRC). The revised flow rates create four distinct categories for PRC units. PRC units up to 600 sq.ft. remain at 100 gpd. Units between 601 and 1,600 sq.ft are allowed 150 gpd. PRC units between 1,601 and 2,000 sq.ft are permitted 225 gpd and units over 2,000 are capped at 300 gpd.

For your review and consideration, enclosed is a copy of Draft Revised Standards For Approval Of Plans And Construction For Sewage Disposal Systems For Other Than Single- Family Residences - Table 1 Project Density Loading Rates & Design Sewage Flow Rates and the Environmental Assessment Form. Based upon operating data, extensive field inspections, and comparable regulations in other jurisdictions, the proposed SCDHS standards provide an extremely high degree of protection. The action has been classified by the SCDHS as an Unlisted Action pursuant to SEQRA.

The SCDHS Division of Environmental Quality has reviewed the provisions of the New York State Environmental Quality Review Act (SEQRA) and Chapter 279, Environmental Quality Review, Part IV Regulatory Local Laws of Suffolk County and has determined that the proposed action meets the criteria of an Unlisted Action. An Unlisted action does not meet or exceed a threshold contained in the Type I list in section 617.4, or one that is on an agency's locally adopted Type I list and is not contained in the Type II list. Even though coordinated review is not required for an unlisted action, the SCDHS will coordinate review among agencies with jurisdiction over the action.

Suffolk County hereby publishes notice that written or e-mailed comments will be accepted on the draft revisions from October 16 to November 16, 2009.
