SIXTEENTH DAY

 

SPECIAL MEETING

 

October 28, 2002

 

 

            Minutes of the Special Meeting of the County Legislature of Suffolk County, New York, held in the Rose Y. Caracappa Legislative Auditorium, William H. Rogers Legislature Building, Hauppauge, New York, at 12:00 p.m., pursuant to notice duly given.

 

            The meeting was called to order at 12:08 p.m. by Presiding Officer Tonna.  The Clerk called the roll and the following were found present:  Legislators Caracciolo, Caracappa, Fisher, Haley, Lindsay, Fields, Alden, Carpenter, Crecca, Nowick, Bishop, Binder, Cooper, Postal, and Tonna.  Legislators *Guldi, Towle, and *Foley being absent.

 

            Pledge of Allegiance.

 

*12:10 p.m. - Legislator Guldi arrived.

 

*12:11 p.m. - Legislator Foley arrived.

 

            Presiding Officer Tonna asked the Clerk of the Legislature to read the Special Meeting Notice.  Henry L. Barton, Jr., Clerk of the Legislature, stated “Please be advised that a special meeting of the Suffolk County Legislature will be held on Monday, October 28th, 2002, at 12 o’clock noon in the Rose Y. Caracappa Legislative Auditorium located at the William H. Rogers Legislature Building, 725 Veterans Memorial Highway, Hauppauge, New York, pursuant to the request of the undersigned, under Section 2-6(B) of the Suffolk County Administrative Code for the following purpose:  A one hour public portion; followed by consideration of two resolutions,” and it was signed by 10 Legislators.”

 

The two resolution numbers are IR 2047-02 and IR 2048-02 in reference to the recommended Operating Budget.

 

                Presiding Officer Tonna stated, “From my standpoint, and I think that there are at least 18 Legislators who have respect for the rules, there were ten people who signed a meeting notice, but         in my history, I have not seen, and it's quite upsetting, I have not seen a Legislature who acts on a bipartisan basis in many of its deliberations to call a meeting that is clearly partisan.  All ten members who requested this meeting are, in fact, not here today.  As a matter of fact, Legislator Towle sent a memo, which I have, requesting to change the meeting so he could be here.   Public hearings for the Operating Budget have not been completed.  The final one is scheduled in this auditorium this afternoon.  Financial         developments have occurred -- have been occurring relative to the budget on a daily basis, which reinforces the fact that we are not  prepared to address the budget today, as BRO would be quick to         confirm.  The Operating Budget meeting was set since we set the calendar in January to be held on November 7th, and, therefore, I am going to recess the meeting to that date.  Recessed to November 7th.”
