JURISDICTION

This Committee shall have jurisdiction over all matters pertaining to the Labor Department, the County workforce, and affordable housing.

This Committee shall have jurisdiction over workforce housing and affordable housing for matters relating to housing, including but not limited to, any 72-h real estate transactions for affordable housing purposes only, as well as the oversight of the funding and implementation of the Transfer of Development Rights Implementation Plan for Workforce Housing as per Res. 412-2005.

This Committee shall have jurisdiction over the funding, enforcement and implementation of the Living Wage Law, the Fair Share for Health Care Act, and OSHA.

This Committee shall have jurisdiction over the County Department of Human Resources, Personnel, and Civil Service (except Information Services, retirement benefits, employee benefits, employee health and safety, fringe benefit plans, employee assistance program, employee education program, affirmative action programs, tuition reimbursement programs, employee suggestion programs, unemployment insurance, life insurance benefits, and deferred compensation plans.

This Committee shall have jurisdiction over all matters and affairs pertaining to personnel decisions involving County employees; the payroll/personnel system; employee relations; employee disciplinary proceedings; VDT regulations for County employees; salary and compensation; anti-sexual harassment provisions protecting employees; protections afforded by the County “Whistleblower” statute; reclassification of personnel, earmarking, and desk audit resolutions; work readiness and employment search training, vocational training, and non-judicial anti-nepotism appointment resolutions.  This committee shall also oversee the “Suffolk Works” and Workfare programs.

This Committee shall also consider and vote on any appointment to a Board, Commission, Department, Agency, Authority, Task Force, or comparable entity under the jurisdiction of this Committee as well as any outside consultant which may be authorized by this Committee.
