A Message from Legislator Jay Schneiderman
 

It is my honor to serve as Legislator for the Second Legislative District of Suffolk County. Our district is unlike any other. Extending from Montauk to East Moriches, we are the largest geographically and have the highest cost of living. This places a difficult burden on our many seniors and working families.  With each passing year, changes threaten our cherished small town way of life and our fragile environment. 

 

Both as East Hampton Town Supervisor, and as your representative in Suffolk County government, I have worked hard to find responsible solutions to our area’s many challenges. In that effort, I have sponsored numerous initiatives aimed at:

ü        Relieving traffic congestion

ü        Cutting taxes

District Demographics

The Second Legislative District is comprised of the entire South Fork of Long Island and includes the Towns of Southampton and East Hampton, as well as Election Districts 31 and 151 in Brookhaven’s East Moriches. Over 53,000 voters call it home.

 

The district encompasses over 200 square miles of some of the most beautiful land in the United States. Surrounded by water on three sides, our area has a long, proud heritage rooted in farming and fishing that dates to pre-Colonial America.  Since the 19th Century our rural character has lured visitors from across the nation and around the world, making us a premiere vacation paradise with a sizeable seasonal population. Whether you seek to bask on an unspoiled beach, sport fish off Montauk, dine in a world-famous restaurant, hike a pristine nature trail, or just stroll through one of our historic villages, our home has something to interest everyone.

Biography

A Long Island native, Legislator Jay Schneiderman lives in Montauk with his wife and two children. After graduating high school, Jay earned a Bachelor of Arts degree in Chemistry from Ithaca College and then obtained a Master of Arts degree in Education from the State University of New York at Cortland.

In subsequent years, Jay nurtured his natural passion for lifelong learning by teaching science, math, and music in East End schools. During that time, he also managed his family’s business in Montauk and later formed his own property management company.

In 1991 Jay became a member of the Town of East Hampton Zoning Board of Appeals, and was appointed to its chairmanship in 1996. He served in that capacity until 1999 when he was elected to the first of two terms as East Hampton Town Supervisor. 

During his four years in office, Supervisor Schneiderman’s highly effective management style delivered four consecutive tax cuts to the citizens of East Hampton, and garnered the highest municipal bond rating in New York State. From 2000 to 2004 he led the fight to preserve over 1,000 acres of East Hampton’s open space and worked closely with fellow board members to draft long-range plans for affordable housing and drinking water protection.

Elected to the Suffolk County Legislature in November 2003, Jay took aggressive steps toward increasing affordable housing opportunities, expanding childcare services, preserving open space, and reducing toxic pesticide use.  Reelected in 2005, he looks forward to even more productive second term.

Legislative Accomplishments

  • Secured nearly $260,000 in funding for nearly 90 local non-profit organizations and introduced or co-sponsored over 130 legislative initiatives in 2006.

  • Broke the County Road 39 traffic bottleneck by adding an eastbound lane in the summer.

  • Amended the County’s capital budget and appropriated $13 million to improve County Road 39. Res. 1044-066

  • Authorized study of the feasibility of providing a temporary lane along County Road 39 on Friday evenings from Memorial Day through Labor Day of 2007. Res. 1435-06

  • Sponsored legislation to preserve over 43 acres of open space in East Moriches.  Res. 1220-06, Res. 1200-06, Res. 1221-06

  • Worked to station an additional Medavac helicopter on the East End.

  • Authorized planning steps to acquire 13 acres of history-rich and ecologically vital waterfront land. Res. 829-06

  • Imposed fees on late night landings at Gabreski Airport. Res. 388-06

  • Introduced legislation to provide greater citizen input on airport matters. IR 1747-06

  • Sponsored law to reimburse the Flanders-Northampton Ambulance District for calls to County facilities. Res. 1492-06

  • Sponsored law to fairly and equitably contain costs for residents in certain Emergency Service Districts. IR 1229-06

  • Appropriated $150,000 for the Peconic Bay Estuary Program to provide environmental resource planning for benthic mapping and eelgrass restoration, and to purchase marine monitoring equipment. Res. 704-06

  • Budgeted $150,000 to study the occurrence of brown tide in Suffolk County marine waters; with Cornell Cooperative Extension. Res. 702-06

  • Authorized acquisition of a combined 20 acres of open space near Brick Kiln Road, Sag Harbor. Res. 685-06, 830-06

  • Added 14-acre Schwabe Property to the Noyack Greenbelt. Res. 175-06

  • Authorized County to take planning steps to acquire nearly 27 acres of the Boys Harbor retreat. Res. 47-06

  • Authorized giving county land to Sag Harbor Village to create a public pocket park. Res. 202-06

  • Protected East Hampton Town’s largest aquifer through a 43-acre acquisition and expanded the Sagaponack Greenbelt. Res. 278-06, 406-06

  • Authorized planning steps to acquire 13 acres of history-rich and ecologically vital waterfront land. Res. 829-06

  • Initiated acquisition of six acres atop Amagansett’s Stony Hill aquifer for drinking water protection.  Res. 1434-06

  • Dedicated 17-acre nature preserve on Accabonac Harbor as the “Barbara Barnes Hale Preserve.” Res. 298-06

  • Secured renovation funding for Third House Museum at Theodore Roosevelt County Park.

  • Saved ancient tribal burial sites on the East End. Res. 946-06 through 950-06

  • Worked with East Hampton Town to preserve wetlands adjacent to Montauk Downs State Park.

  • Acquired farmland development rights for 195 acres of the “Deborah Light Preserve” in the Town of East Hampton. Res. 1063-06

  • Established a Suffolk County Tick Management Task Force with fellow East End Legislator Edward Romaine. Res. 1123-06

  • Sponsored law to impose a moratorium on aviation-related construction at Francis S. Gabreski Airport. IR 2090-06

  • Preserved Water Mill’s Breeze Hill vegetable farm by working with Southampton Town to acquire farmland development rights to 35.7 acres. Res. 1462-06

  • Authorized acquisition of more than 11 acres of land in the “Pine Barrens Core Area.” Res. 1021-06

  • Created a solid waste management commission to control costs, reduce pollution, and cut traffic congestion resulting from current disposal practices. Res. 683-06

  • Co-sponsored gasoline tax cuts to reduce artificially high prices and stimulate the local economy. HR 001-06

  • Added ecological health and marine productivity as acceptable criteria for dredging projects. Res. 1040-06

  • Expanded the operating hours of Suffolk’s S92 Bus Route.

  • Secured funding for anti-erosion and beach nourishment programs.

  • Sponsored ethics legislation to clean up county campaigns by limiting political contributions from firms doing business with Suffolk County. IR 2244-06

  • Sponsored the creation of an East End Health Care Task Force to review and make recommendations to improve local health care delivery. IR 1226; Res. 815-06

  • Launched South Fork Focus, a local public affairs television show.

  • Air Dates for East Hampton Channel 22:  Fridays 9:30am; Saturdays 9pm; Sundays 7:30am; Mondays 5:30pm

  • Air Dates for Southampton Channel 22 (Sea-TV): Mondays 10pm; Tuesdays 10:30am; Thursdays 3pm, 12:30am; Fridays 5pm

  • Sponsored laws to encourage affordable housing and workforce housing initiatives in towns and villages. IR 1177-06

  • Sponsored a law to reimburse ambulance districts that make emergency calls to County facilities. IR 1229-06

  • Strengthened implementation of Suffolk County’s “DWI Seizure Law” on the East End. Res. 1145-06

  • Introduced resolution exempting commercial fishermen from diesel fuel taxes. M055-06

  • Co-sponsored bill to prohibit sex offenders from residing near schools, day care centers, and playgrounds. IR 1025-06

  •  Helped to create the Suffolk County Department of Environment and Energy. Res. 141-06

  • Opened the Home Energy Assistance Program (HEAP) to a wider range of residents. Res. 112-06, 210-06

  • Expanded property tax exemptions for veterans. Res. 364-06

  • Strengthened nursing home employee screening requirements. Res. 411-06

  • Extended the first-time homeowner County property tax exemption. Res. 525-06

  • Saved taxpayers $100 million in the County’s 2005 Budget.

  • Sponsored legislation to minimize light pollution

  • Sponsored legislation to prohibit the use of chemically-treated lumber in marine environments.

  • Sponsored legislation to prevent misuse of tourism promotion funds.

  • Co-sponsored legislation to electronically monitor sex-offenders
