The Division of Community Mental Hygiene Services is the local governmental unit responsible for the coordination and
oversight of all community services to persons with alcohol and substance abuse problems, mental illness, mental
retardation and/or developmental disabilities. Community Mental Hygiene Services is authorized under the New York State
Mental Hygiene Law. It functions in concert with New York State’s Office of Mental Health; Office of Alcoholism and
Substance Abuse and the Office of Mental Retardation and Developmental Disabilities.
The scope of the Division's responsibilities include:
- Coordinate and oversee treatment services for mental health, substance abuse and those with mental retardation or
developmental disabilities in Suffolk County;
- Work with communities, consumers and other interested groups to improve services and to pursue program
development that is consistent with the Suffolk County/New York State planning process;
- Establish procedures and implement programs either directly or through contracts with other agencies to serve
people suffering from mental illness, substance abuse problems, mental retardation or developmental disabilities.
- Evaluate those services to ensure that they comply with all pertinent regulations and appropriately serve their
intended populations; and
- Provide education and training either directly or through contracts to increase awareness of chemical dependency,
mental illness and developmental disabilities.

Methadone Maintenance Treatment Programs
Methadone Maintenance Treatment Programs are provided in Huntington, Riverhead, Hauppauge – 200 Wireless Blvd. and
Hauppauge-North County Complex.

Adult Single Point of Access (SPOA)
The Suffolk County Division of Community Mental Hygiene Services operates a Single Point of Access (SPOA) which is a centralized intake process for referrals for high-intensity mental health services for adults who have been diagnosed with a serious mental illness (SMI) and whose illness interferes with their ability to function in the community, home, school, and/or work. Referrals are evaluated to determine eligibility for Care Coordination, Assertive Community Treatment (ACT) or Assisted Outpatient Treatment (AOT).
Care Coordination provides services for individuals who live in the community and need help accessing services such as outpatient treatment with the goal of reducing hospitalizations and emergency services. Individuals must be 18 years old and have a primary diagnosis of a major mental illness.
ACT Teams provide mental health treatment in the community for high need consumers who have not been successful in traditional treatment settings. Intensive community-based, skills training, support and treatment services are provided by an interdisciplinary team of mental health professionals. Services are available only for clients who have a primary diagnosis of a major mental illness.
AOT provides court-ordered assisted outpatient treatment for certain people with severe mental illness who in view of their treatment history and present circumstances are unlikely to survive safely in the community without supervision. In order to be eligible for AOT an individual would have to meet the criteria set forth by Kendra’s Law, section 9.60 of Mental Hygiene Law. Persons on AOT are deemed to be risk of harm to self or others when noncompliant with psychiatric treatment and/or medication. They are court-ordered to comply with an intensive treatment plan, consisting of an array of mental health services including case management, outpatient psychiatric services, and medication management services.

Children's Single Point Of Access (SPOA)
The Suffolk County Division of Community Mental Hygiene’s Single Point of Access (SPOA) coordinates high-end
mental health services for children and youth with serious emotional disturbance (SED) and their families in Suffolk
County. The SPOA offers a centralized, coordinated referral process using a universal referral form. The SPOA
represents a consensus among all high-end community based and residential programs to ensure appropriate service delivery
to the most needy children and youth. The program services Suffolk County residents, age 5 through 17 years, and their
The Division directly operates the Children’s Intensive Case Management (ICM) and Multi-Systemic Therapy (MST)
for Youth programs. County staff are also available through the Alternatives for Youth program to conduct
comprehensive mental health evaluations as well as individual and family therapy for families participating in this

Other Services In The Community
CHOICES: This is an interactive fourth/fifth grade alcohol, tobacco and other drug prevention curriculum which is offered
to Suffolk County School Districts in collaboration with contracted Prevention Specialists. This state-of-the-art program
goes beyond outmoded didactic presentations to a comprehensive ten lesson curriculum that emphasizes both social skill
building and age appropriate information about the dangers of alcohol, tobacco and other drugs. The curriculum includes
student workbooks and teacher and parent involvement. The program culminates in a CHOICES graduation ceremony where
students demonstrate the skills they have learned and receive a graduation certificate. Parents, family members,
community leaders and school personnel are invited to attend.
Lending Library: The Resource Center provides for literature and educational materials to other professionals and the
SOS: Something of Substance is a half-hour magazine format program produced ten times a year and distributed monthly to
the cable systems on Long Island. Each month the program highlights various mental hygiene services in Suffolk County.
Training and education are provided to community groups, other professionals and constituents upon request.
