HOME Investment Partnerships Program (HOME)

The HOME Investment Partnerships Program (HOME) is HUD’s flagship affordable housing production program. For more than three decades, HOME has been one of the most effective and flexible tools state and local governments have to expand the supply of decent, safe, affordable housing and strengthen public-private housing partnerships between units of general local governments, public housing authorities, and nonprofit entities.

The Community Development Office utilizes HOME funds, through partnerships with Consortium municipalities, local nonprofits, developers, housing authorities, and Community Housing Development Organizations (CHDOs) to implement the following activities:

  • Acquisition (including down payment assistance to homebuyers)
  • Rehabilitation of homes owned by low-to-moderate income homeowners
  • New construction or rehabilitation of rental housing
  • New construction of affordable housing
  • Tenant-based rental assistance
