The Bureau of Public Health Protection permits and inspects temporary residences such as hotels, motels, cottage colonies, campgrounds, migrant farmworker housing and mobile home parks.
Hotels, Motels and Cottage Colonies
Hotels, motels and cottage colonies are defined as facilities maintained primarily for overnight occupancy by eleven or more people that are not intended to be occupied by the same individuals for more than 180 consecutive days.
The Bureau permits and inspects these properties to ensure compliance with Subpart 7-1 of the New York State Sanitary Code: Temporary Residences. Hotels, motels and cottage colonies must meet specified sanitary requirements and adhere to strict fire safety provisions. The Bureau shares this responsibility with local building and fire code officials. Swimming pools, spas and bathing beaches operated as a part of a temporary residence are also inspected to ensure compliance with applicable code sections, such as Subpart 6-1 of the New York State Sanitary Code: Swimming Pools and Subpart 6-2 of the New York State Sanitary Code: Bathing Beaches.
Bed and Breakfasts
Bed and Breakfasts do not meet the definition of a Temporary Residence and are not regulated by the Bureau of Public Health Protection.
A Bed and Breakfast is specifically defined as an owner-occupied dwelling with no more than 5 guest bedrooms and a maximum guest occupancy of 10 individuals, where breakfast is the only meal offered. Consumers must be informed that any food offered is prepared in a kitchen that is not inspected for compliance with Article 13 of the Suffolk County Sanitary Code.
Migrant Farm Worker Housing
Migrant farmworker housing includes any property that houses individuals employed in farm activities of a seasonal or temporary nature.
Housing used for this purpose is inspected to ensure compliance with Part 15 of the New York State Sanitary Code: Migrant Farmworker Housing. Inspections are focused on the condition of the dwelling which includes adequacy of living space, fire protection, water supplies, sewage disposal systems and food preparation.
Mobile Home Parks
A mobile home park is any tract of land upon which five or more mobile or manufactured homes are located. The Bureau permits and inspects these facilities to ensure compliance with Part 17 of the New York State Sanitary Code: Mobile Home Parks.
Campgrounds
Campgrounds are defined as facilities with more than five camping sites that are occupied for more than 60 hours in any calendar year. The Bureau permits and inspects Campgrounds to ensure that they are in compliance with Subpart 7-3 of the New York State Sanitary Code: Campgrounds. These regulations include availability of adequate drinking water, management of wastewater, general sanitation and fire safety, as well as any swimming pools or bathing beaches on the property.
